The short answer: sometimes, not always

Whether your addition needs a licensed architect depends on the scope and structural complexity of the project, and on what your specific municipality's building department requires for permit review. Many single-story additions, especially ones that don't involve significant structural changes to the existing home, can be designed and permitted through an in-house design-build process without a separately hired architect.

Other projects — generally ones involving significant structural changes, second-story additions that load existing walls in new ways, or larger and more complex additions — often require stamped drawings from a licensed architect or structural engineer before a municipality will issue a permit. This isn't a Qualified Construction policy; it's a function of what your local building department requires for the scope of work.

The practical upshot is that you don't need to decide this yourself before calling a contractor.
